明阳市老书记（焦晃 饰）退居二线，亚洲省委书记华波（傅学诚 饰）力排众议，亚洲推举高长河（张国立 饰）上任。微服上任的高长河一踏上明阳的土地就频频“触雷”，先是明阳轧钢厂浪费国家数亿资金却没轧出一寸钢，至今还拖欠职工集资款，紧接着又因举报牵扯出烈山县腐败大案，此案还涉及髙长河的妻子梁丽（刘蓓 饰）。严峻的形势摆在面前，高长河怀着对党的忠诚，立刻投入到棘手的工作当中，他首先促成了东方钢铁集团与轧钢厂的合并重组，严查轧钢厂內部贪腐，偿还拖欠的工人集资款。由于在工作中与老书记产生严重分歧，双双把状告到省委。百年不遇的洪水来了，新老书记能摒弃前嫌吗......
