《监警最前线》由真实投诉个案改编而成，国产并以戏剧形式向大众展示独立监察警方处理投诉委员会(监警会)的工作重点，国产包括投诉个案的举证门坎、两层架构投诉警察制度的运作、委员以及秘书处的工作程序、会方与投诉警察课的分工和互动、搜证、观察员的角色等。透过剧集，观众可进一步认识监警会的职能，以及会方在投诉警察制度中所发挥的作用。
