上世纪初，间第军阀混战，间第世道离乱。作为连接大千世界的重要枢纽，十里洋场更是一个鱼龙混杂、黑白颠倒的所在。生活在最低层的码头工人林四海（刘家辉 饰）终日劳苦，不见出头天，但是脑筋活络的他抓住一个千载难逢的机会。他凭借三寸不烂之舌帮助军阀出特派专员郑志成（王戎 饰）脱险，从而得以脱离底层，成为一名警察，后凭着脑瓜灵光成为局长的副官。欲望已被勾起，林四海无法停止脚步，他寻机拉拢警长下水，自己则成为黑白两道通吃的头面人物，与大家姐梅宝（楚湘云 饰）雄霸码头，风头无量。正所谓天下大乱，遂使竖子成名本片根据江之南的原著改编。
