一宗跨国要案难住香港警方，地铁的视在一次高层秘密会议上，地铁的视曹探长（曹德发 饰）接受下属建议，决定派非警方人员盗走日本黑帮犯罪分子的名贵钻石。他照例找到五福星老搭档，但最终只有鹧鸪菜（洪金宝 饰）同意接手。经过一番筛选，他们从警局内部又找到4个不着调的警员，分别是：狗王伦（谭咏麟 饰）、肥豹（郑则士 饰）、Rambo（刘德华 饰）、Band友（陈友 饰）和力保健（楼南光 饰）。这几个人的搞笑和脱线本领比起五福星来有强不差，闹出更多的笑话。为了在短期内将他们训练有素，曹探长还专门派出性感迷人且身怀绝技的女警察一品香担任教练，只是这群色迷迷、只想着占便宜的家伙最终能否成功完成任务呢？
